I STRONGLY recomend taking a look at the tutorial that I used to make this (linked) by sugargrl14.
The stock picture of the eye, the brush set, and of course the aforementioned tutorial came from sugargrl14. I also suggest taking a look at her gallery as sugargrl14 is much better at this then I am. Thank you very much sugargrl14, both for the stock, brushes, and tutorial.
